I recommend that part of the selection process should be what I call the “Train/Buy Decision.”
Once you’ve prepared your output centred job analysis you look at potential candidates from inside the company first. If you decide that you already have an employee whose background and experience mean that they could be trained to achieve the job outputs you should consider them.
Selection’s a very expensive business. Promoting internally saves money. And you already know that the person “fits the culture.”
I also think that some HR people make a “rod for their own back” by failing to emphasise to managers that the purpose of staff selection is to get a job done not to choose a person.
